This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

The position is located within the Office of Information Technology (OIT), Office of Information Security (OIS). You will serve as the primary Information Security Office (ISO) in support of either a VA Facility or specified program area of responsibility. You will report to either the Supervisory Regional ISO or Supervisory Network ISO as the FSS Director deems necessary.

Major Duties:

  • Develop policies and procedures to ensure information systems reliability and accessibility; and to prevent and safeguard against unauthorized access to automated information systems, networks, and data.
  • Conduct vulnerability analysis and risk assessment studies of planned and installed information systems to assure that local AIS security plans and policies established are adequate for protection needs and are in compliance by statute.
  • Control, review, and record of the stations information security program by performing internal control and security investigations, and review and documents the results and provide reports as required.
  • Investigate and report all information security incidents and provide updates until closed; and make recommendations to management for corrective action to ensure the integrity of IT systems and employees.

Time-In-Grade Requirement: If you are applying under merit promotion procedures, you must be a current Federal employee and have at least one year or 52 weeks at the next lower grade level by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

GS-11: You must have at least one year or 52 weeks at no lower than the GS-9 or equivalent grade level. GS-12: You must have at least one year or 52 weeks at no lower than the GS-11 or equivalent grade level. You may need to submit more than one SF-50 to clearly demonstrate one year or 52 weeks time-in-grade at the next lower grade level.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Examples of specialized experience include: participating in network and systems design to ensure implementation of viable systems security policies and procedures; preventing and defending against unauthorized access to systems, networks, and data; developing and implementing program procedures to ensure that systems, network and data users are aware of and understand and adhere to Automated Information Systems (AIS) policies and procedures; investigating local AIS programs to identify possible breach of security and/or other violations; assessing security incidents to determine impact and initiate corrective action; taking appropriate measures to resolve and report incidents; documenting and reporting method(s) used to resolve signification security breaches/issues to local Information Security Officer (ISO) and facility management; monitoring and controlling sensitivity level designations for all staff to assure access to sensitive AIS data is on a "need to know basis".

NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

For the GS-12 grade level, you must also have one year of specialized experience equivalent to the next lower grade level (GS-11). Examples of specialized experience include: participating in network and systems design to ensure implementation of viable systems security policies and procedures; conducting systems security evaluations, audits, and reviews; developing Automated Information Systems (AIS) security contingency plans and disaster recovery procedures; designing IT programs to ensure controlled accessibility to AIS; preventing and defending against unauthorized access to systems, networks, and data; developing and implementing program procedures to ensure that systems, network and data users are aware of and understand and adhere to AIS policies and procedures; investigating local AIS programs to identify possible breach of security and/or other violations; assessing security incidents to determine impact and initiate corrective action; taking appropriate measures to resolve and report incidents; documenting and reporting method(s) used to resolve signification security breaches/issues to local Information Security Officer (ISO) and facility management; monitoring and controlling sensitivity level designations for all staff to assure access to sensitive AIS data is on a "need to know basis".

For the GS-11, Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. A transcript or course listing must be submitted if you are basing all or part of your qualifications on education. For the GS-12, there is no education substitution for the GS-12 grade level.
