Serves as a Child and Youth Services Specialist, Instructional Programs (IP), an integral component of the installation CYS Youth Education Support Services (YESS), in accordance with HQDA guidance and policies. Provides accountability for performance of contract instructors and staff, where applicable.
Manages the CYS SKIESUnlimited Instructional Program providing youth activities that complement, supplement and support the formal education process through the Schools of Sports, Fitness and Health (e.g., Martial Arts, gymnastics, First Aid/CPR classes/clinics); Mentoring, Intervention and Education Support Services; Arts, Recreation and Leisure Activities (e.g., music, dance, cinematography classes/workshops) and; Life Skills, Citizenship and Leadership Opportunities (e.g., Dress for Success, SAT Prep, Drivers Education, Home Alone and Transition Workshops, etc). Coordinates all facility, transportation, equipment/supplies, and logistics, etc. for planned IP activities/events. Plans and implements instructional programs to support the CYS space allocation goals.
Works collaboratively with other CYS program managers and staff and acts as liaison with external organizations that provide youth extra-curricular opportunities (i.e., MWR activities, youth agencies, religious organizations, private organizations, schools) and integrates existing CYS components and initiatives, e.g., (SKIESUnlimited) to meet the needs of constituents.
Develops budget requirements to support instructional programs for submission to the CYS Coordinator. Establishes lesson fees, class size and contractor-to-CYS fee income spread to meet program financial goals and DA metrics. Works with Outreach Services Director and installation Contracting Activity to develop contracts and identify contract instructors to meet demand for services.
Develops Instructional Program marketing materials and provides input to the CYS/YESS marketing plan and command information materials to ensure the widest dissemination within the communities to promote access to the program/services and garner public support.
Serves as a member of the Installation Child and Youth Evaluation Team (ICYET) and may participate as a member of other appropriate installation and community councils, committees and boards related to youth, e.g., Youth Action Council.
Prepares reports, information papers, fact sheets and studies as required. Prepares and presents briefings to command, installation and civilian community personnel. Establishes and maintains required program database.
Applicant must have strong organizational skills with the capability to manage office functions and multiple concurrent projects effectively. Must have experience working with a variety of civilian and government agencies in a coordination role and be able to effectively communicate orally and in writing. Must have a substantial knowledge of child and youth programs as they operate in the government in order to provide oversight of services, and to guide and direct the administrative actions and office operations. Must have experience applying standard office software applications in order to perform word processing, make spreadsheets and prepare presentations. Must have experience performing administrative functions to include the preparation of correspondence, proof-reading and editing.
This position does not have an education requirement. However, a college degree (BA/BS) is preferred.
The applicant must be willing to work evenings, and Saturdays, and must also be able/willing to optain and/or maintain a Commercial Drivers License (CDL).
