Grants/Capital Planning at Newark

Job Description

We are seeking a Program Development/Grants Manager for the Detroit Department of Transportation. This position reports to the DDOT Director, and will provide support, leadership, program development and grants/funding direction to DDOT operations, including fixed route and paratransit services/operations. He/she will assist six other MV Trans high level positions already assigned to DDOT in conformance with DDOT procedures. Key responsibilities include:

  • Oversight of local, state and federal transit grants, coordinating with internal and external stakeholders to identify grant opportunities and funding strategies, grant application development, submittals, and if awarded, grant/funding contract execution and compliance.
  • Research and develop discretionary grant applications from the private sector as well as non-traditional sources (such as Homeland Security, FEMA).
  • Coordinate, develop and update annually a long-range, high level operations and capital plan, to be used as a roadmap for the agency as well as the basis for future grant opportunities. Develop and recommend strategies and programs that make transit more attractive to the general public.
  • Represent the Agency and serve as a liaison with partners and stakeholders, including, but not limited to, local agencies (City of Detroit, other local and regional transit providers), regional planning agencies (Southeast Michigan Council of Governments, Regional Transportation Authority), state (Michigan Department of Transportation), federal agencies (Federal Transit Administration, Federal Highways Administration, Department of Homeland Security) and national organizations (American Public Transit Association, Intelligent Transportation Society of America).
  • Represent the Agency with regionally focused project development and implementation, such as fare policies/equipment and regional system development (such as bus rapid transit, Woodward rail studies, corridor studies).
  • Research and evaluate local, state and federal rules, regulations and legislation and their impacts to the Agencys grant and capital programs. Oversee section policies and procedures and provide recommendations to promote financial and grant compliance.
  • Coordinate with stakeholders to ensure that the Agency submittals into the Federal Transportation Improvement Programs (RTIP) are consistent with the long range plans and grant strategic plans.
  • Oversees the preparation of the Sections annual budget.
  • Supervises staff, evaluate employee performance through collaboration on assignments and projects, and review results.

    Job Requirements

    Education: Work requires broad knowledge in a general professional or technical field, which is normally acquired through four (4) years of an accredited college or university resulting in a Bachelors degree or equivalent in Public Policy, Public or Business Administration, Finance, Accounting, Transportation studies or a related field of study. Masters degree preferred.


    Experience: A minimum of 10 years of transportation/transit management, programming, finance and/or grant administration, capital planning experience, with three (3) of these years of supervisory experience.



    Knowledge, Skills & Abilities:

    • Knowledge of State and Federal regulations, Circulars and grant requirements;
    • Ability to read, write and speak English, with strong written, verbal and presentation skills;
    • Ability to communicate effectively and work with internal and external stakeholders;
    • Ability to work independently and objectively;
    • Strong analytical and organizational skills with a high degree of multi-tasking skills.
    • Ability to effectively delegate tasks and provide appropriate supervision and follow up to department staff;
    • Familiar with windows-based computer operating systems and Microsoft Office packages;
    • Familiarity with scheduling software (such as Trapeze), accounting system software (such as Oracle), and experience with similar management software tools is desired.
