The incumbent will serve as the Advanced Practice Nurse (APN) Manager and medical provider of the Center for Health and Wellness (CHW) at the Department of Veterans Affairs New Jersey Health Care System (VANJHCS).  As Nurse Manager of the CHW (the clinical learning laboratory and patient care site for the VANJHCS Center of Innovation), the incumbent will supervise patient-aligned care team (PACT) staff, including two RNs, two LPNs, three medical support assistants (MSAs), one health technician, three RN health coaches, and one social worker.  The incumbent will also serve as a PACT provider, managing patient clinical needs and providing coverage for the CHW physicians during times of leave.  The incumbent is accountable for oversight of CHW clinical activities including primary patient care, integrative therapies, innovative projects, and veteran education programs.  The Nurse Manager collaborates with the CHW staff and other facility leadership CHW physicians, PCS leadership, Ambulatory Care leadership, Mental Health leadership, the Chief of Staff, and facility Director regarding the development and implementation of patient-centered clinical standards and personalized, patient-driven plan of cares.  The Nurse Manager is responsible for the oversight of: clinic scheduling and operations; staff clinical performance activities; staff quality standards and metrics; staff training and education; clinic safety; preparation for surveys and inspections; and clinic equipment and supplies.  Position may entail other duties as assigned.

BASIC REQUIREMENTS:

  • U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Full unrestricted Licensure, Certification, or Registration required
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.

o  The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing.  Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript (reference VA Handbook 5005, Appendix G6).

  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Nurse Practitioners and Clinical Nurse Specialists. On and after March 17, 2009, registered nurses appointed or otherwise moving into these assignments must meet and maintain the following additional qualifications.  This includes employees appointed before March 17, 2009, who obtain such qualifications on or after March 17, 2009.

Nurse Practitioners. A nurse practitioner must be licensed or otherwise recognized as a nurse practitioner in a State, possess a Masters degree from a program accredited by the NLNAC or CCNE, and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body.  The certification must be in the specialty to which the individual is being appointed or selected.

Clinical Nurse Specialists. A clinical nurse specialist must possess a Masters degree from an academic program accredited by the NLNAC or CCNE and maintain full and current certification as a clinical nurse specialist from the American Nurses Association or another nationally recognized certifying body.  The certification must be in the specialty to which the individual is being appointed or selected.

GRADE DETERMINATIONS:

Experience as an RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration, and Scientific Inquiry.  Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.

The criteria are as follows:

  • Practice: practice, ethics and resource utilization;
  • Professional Development: performance, education/career development;
  • Collaboration: collaboration, collegiality;
  • Scientific Inquiry: quality of care, research.

Physical Requirements: The population of male and female veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over.  VANJHCS is an interdisciplinary teaching facility, serving medical, surgical, mental health, and long-term care inpatients and outpatients.  This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity.  This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing.  Transferring patients and objects may be required.  The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.  The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders.  The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
